Default Question about Rauwers shoulder holster

I've been looking a fair while for a nicely made yet fairly economical leather shoulder holster that incorporates an extra mag holder as an integral part of the system. I won a lot at an online auction recently, and my wishes have been granted.

See pic.

My question: Does anyone know what the doo-hickey is that shows up right below the extra mag holder, and above the belt strap?

That makes sense, gentlemen. I'd try it out, but I lost the only pair of even cheap handcuffs I had to pilferage from an installation at one of my art shows about thirty years ago!

The holster fits my Star Model BM and its extra mag pretty well, although I have no plans to arrest/restrain anybody.
