Default Holey holster!

Dear Friends,
Can anybody identify these holes in the flap of my 1941 Mauser Luger holster? They're about 1-1/8 inches (oops, I mean 28 mm) apart, so they appear to be deliberate, and I have reason to believe they were put there when the holster was in use. Could they be from some type of pin or perhaps an insignia of some sort?
