Your Luger is a new production 1921 DWM produced for military and or police contract. 40-50 thousand were procured for the police , and 8-10 thousand for the military.
The barrel was arsenal replaced for some reason in the 30's. The proof is a Weimar Eagle proof used from the early 30's until about 1936, if I recall. The Crown/letter proof was used well after WWI. Kind of unique and unusual...

With all this being said , and all numbers matching including the firing pin but not the grips and magazine , with what appears to be original blue. What would be an estimated value range .

It appears to be in good condition from your photos. If the grip straps retain most of their finish, I would guess $1300-$1500 in a good market.
New production 1921 Army contract Lugers are scarce (only 10,000 procured), but they are in a narrow collecting bracket. If it was unit marked the estimate would be higher.
