In Still's Weimar Lugers, pp.178-179, there are 18 loading tools with numbers and acceptance stamps (several with the C/D like yours). He refers to them as 'property numbers' with no other explanation. (There are also some with the pistols serial number). That is the best I can find. I thought that Costanzo might have something, but no. Wish I could find more about it, what a great pic.

Hugh,

I agree with Bill that it is a property number of some type and would stand to speculate that it is the number of the issue pistol. Then it could be the regiment number of the pistol. I feel it would be the pistol number though. This is only speculation so maybe someone know for fact.
