It appears to try to mimic the SS totenkopf. I would take the claim with a grain of salt.

I agree wih Scott, so far I'd never sen a TK like that on a Luger, and in fact reminds me a lot of the Waffen SS Visor Hat Metal Insignia.

I had see this picture before many times also.
It is a wartime photo and, if I remember correctly, it was first published in a German magazine called "Signal".
