Default Proof mark on Frommer Stop

All..... Just got in a box of ww 1 medals, a frommer stop with a proof mark i'm unfamiliar with. It looks like bp, then a shield, then 16. I assume the 16 means 1916, but what is the meaning of bp and what country is the shield from ?
Any, and all opinions welcome.....
