Default Meaning of Crown 'S' Mark on LP-08 Stock

I am aware that the large Crown 'S' proof mark on most LP-08 stocks is an Imperial military proof/acceptance mark, but what is the exact meaning of the 'S' and where is from? Spandau?

Albert, I believe that the "S" is associated with the individual inspector. It has nothing to do with Spandau. Most LP08 stocks are stamped with the crown/S but not all.
