Default Toy Luger?

The local gun shop here just got one that looks just like a real Luger. It's marked Japan, and has most of the finish left. He doesn't have a clue what to price it at. The action works and looks almost just like the real thing. Has a small bar cross ways inside the end of the barrel. It has a magazine that looks like it would hold shells, but doesn't have any shells with it. Any ideas on what it is or what it's worth?

That sure does look like it. Are they worth THAT much without the shells? He was thinking about $50.
