Proof Mark number 40 in the Proof Mark section of this august list states that the M over A is a Mauser rework mark. I submit that this is not likely the case for the following reasons:
1.Simpson had the principal rework contract during this period; 2. The initials MA in official military documents of the period and previous (Wehrpassen, Ausweisen scheinen, and some text, indicate "Matrosen Abteilung" or "Sailor's section" and "Marine Artillerie" or Naval (Coastal) Artillery as accepted meanings for the MA abbreviation.
