Loading Tool Mark ID

Was shown a loading tool at the Portland gun show today with this mark:

It is actually a much finer and more elegant stamp than my drawing represents.

Anybody have an idea of what it might be?

Dwight, The first thing that comes to my mind is the post war Ulm antler proof. This is usually stamped horizontally and why anyone would stamp a tool with a test fire proof, is beyond me. TH
