Thanks for the interpretation RK. I'm a bit of a constructionist when it comes to language (maybe you couldn't tell by some of my late night posts).

I just thought it would make more sense with a corresponding negative:
"Never a man died somewhere, that another man hasn't breathed a sigh of relief'.

I thought maybe I was missing something as Tac is not only esteemed but also proper .
