In Germany gun law is also very strict, you need a special permisson to own guns and you only get this permission when you have a need of guns.

There are three different reasons why you are allowed to have guns:

-hunter (a really difficult hunting exam must be solved)
-sport shooter (you must be a member in a sport shooting club and have to train regularly)
-collector (you have a very small field of collecting weapons, for example only lugers from the german army 1914-1918, no other handguns. so trying to buy a -lets say- mauser, its not allowed. And to get a collectors permission you have to take a test from your collection field, its difficult, even it sounds easy)

But this is not enough! After having the permission you have to act in a very strict field, put the guns in an expensive safe, and so on. Its not allowed to carry them in any way.

So I can understand why people collect deactivated weapons, I collect them too, because its difficult to get a weapon owning permission and a lot of collectors in Germany collect deactivated guns..
And remember: its still a piece of history!
