I have one gun that does this occasionally as it begins to get dirty. I would suggest carefully cleaning all crud, powder, etc. from the breach block, toggle, etc. parts and carefully lube the gun. Try the Wall Mart Winchester bulk pack 9 mm ($10.95/100 rounds here in the lower 48). If this fails, try a new Mec. Gar magazine.
