Evening. Not only can a Luger be disassembled, cleaned, and reassembled by the average shooter, it can be disassembled, cleaned, and reassembled (and correctly) by the much less than average shooter cause I do it frequently. Problems usually depend on the condition of the gun cause unless you have a modern reproduction any original Luger will be at least 60 years old. Main problem with shooter guns usually involves magazine and/or mainspring. Add in a worn ejector and maybe weak ammo and they can be difficult to get going right. Trial and error and asking folks here what to do next will fix most of the problems. Any reasonably capable gun person can fix most of the problems. And you can always ask the pros here. They will assist.
