How to Upload and Post Pictures

Several questions about uploading photos:

Where do the photos go? Is there some way to access the photos I have uploaded earlier in the event I want to use them again?

Is there some way for a mere mortal to create thumbnails of larger photos as they're initially posted, thereby avoiding expansion of the width of the document and the need for an administrator to create the thumbnail?

I've been unable to paste the URL in the Explorer User Prompt (the "pop up thingy). My workaround has been to click OK and then paste the saved URL over the "http://" between the "[IMG]"s in the document. Am I missing an easier solution?
