John,
Please note that only a part (about half) of Dutch KNIL issue lugers were marked 'Vickers'. The rest was marked DWM. Your other suggestion doesn't make much sense, since Japan and Germany had a great deal of contact, exchanging people, materials and ideas. If Japan wanted Lugers, they'd have gotten fresh ones with a factory discount
