Doug is right, the new spring may be just a hair too thick... make sure that the spring is resting in the notch on the takedown lever.
I would use the dowel, not a punch, to make sure you didn't mar the lever during the insertion process. While compressing the lever on the spring with your fingers from the top of the frame, try some small mallet hits on the lever with a hard rubber mallet. Make sure that you are hitting the part of the lever that is directly over the shaft. You could also try burnishing the spring a little to remove some of the bulk. It shouldn't be so tight that you can't remove the lever with hand pressure once it is installed. Let us know how you make out getting this installed.
