The 1920 stamp does not necessarily equal a re-work. It does, however, necessarily mean that the piece was considered military property by the Reichswehr. It's significance is as a PROPERTY MARK, not a date. In fact, there are pieces that are documented as having the 1920 stamp applied as late as 1923 in efforts to fool the Ailied Control Commission.
