I am far from an expert but this seems to be a DWM commercial model P08, produced about 1926. It does not sound like it was converted to police use since it is still .30 cal and doesn't have a grip strap mark or sear safety. The GERMANY mark indicates it was potentially for export. You can see a sear safety on this link: http://forums.lugerforum.com/cgi-bin...c;f=3;t=000184 The sear safety is that strip of metal bradded onto the left side of the receiver above the sear bar and regular safety bar. I won't even hazard a guess as to value. I'm sure there are others who will chime in. If you can post some digital pictures of the gun, it will certainly help them. Don
