I think that all the facts presented indicate that this Luger is a late 1920's (possibly 1929 production) commercial Luger that was apparently owned by a German and brought to Norway during WW2... The 1920 Commercials are one of the most common Lugers and not a rare example. It looks like it is in fine condition. I trust this has been helpful.
