correct replacement magazine

Were Lugers issued to front line combat troops in WWII or reserved for issue to other branches, (airforce, rear echelon personel, police etc) ?

During war service would a mag be considered a consumable ?

I'd have thought that if you wanted a replacement mag you'd get whatever happened to be lying around that worked. Are there any good books that cover this type of operational aspect of the war ?
