For the benefit of those who may be wondering what Dieter means by "release lever"... I am pretty sure he is talking about the sear bar and the fact that it was relieved to allow opening of the toggle with the safety on in 1916. After 1916, these sear bars were made in the modified form. Prior to this time the toggle could not be raised with the safety applied.
This excellent illustration from Gerard Henrotin's E-Book on DWM Lugers shows how the sear machining differed after the design change. The top sear is pre-1916 and the lower sear shows how the position of the angle on the left side was relieved to allow the toggle to open with the safety on.
