According to my Father, now deceased, who owned numerous Lugers in the 1920's and 1930's, the removal of stock lugs began after the NFA in 1934 because people misunderstood the law. Thankfully only a small percentage were mutilated that way.
The very first Luger I bought, an Alphabet Commercial, was from a pawn shop in Seattle in 1966 and the stock lug had been partly ground off. |
