That is indeed a liner. The original barrel was, of course, 9mm.

Edward is correct that the "GERMANY" stamp shows that it was exported to the US. I have a similar Erfurt that was reworked post-war and exported to the US. The date was scrubbed and a new 30 caliber barrel installed. Other than the barrel, it's all matching.
