DWM In 1909...?

According to the 1910 Instructions, barrels and receivers were to be power-proofed and stamped -after- final assembly. I could understand Erfurt inspector-stamped barrels showing up at DWM, but why do these afore-mentioned barrels have Erfurt -power-proofs-??
