What about a magazine that's been rendered inoperative by completely removing its spring and follower?

The current law does not take the condition of a magazine into consideration. So if it was constructed to be a magazine, it will be a magazine. But I doubt that owners of gutted magazines will be prosecuted. But it is possible and stranger things have happened.
