It is the Eagle from a German cap/hat. Someone just added it to the flap. Not entirely uncommon. Someone other than the Germans did this. The krauts kept their eagles on their hats.

Holster is perfectly legit. Nothing wrong with it.
It is a 1941 Luger holster made by Curt Vogel, Cottbus "fuq" with WaA14 inspector proof on it. Condition looks to be very good, with the exception of the insignia installed on the flap of course. As mentioned, the insignia is from a visor cap I believe. Most likely the vet who captured the holster put this on it. Some collectors feel this devalues the holster. Others feel differently.
