I am fairly certain this is refinished. There appears to be no halo around the barrel proofs or the barrel witness mark; the face of the sideplate looks re-surfaced; the center toggle retaining pin is smooth and bright; the routed safety area is questionable. The photos are past the limit for making definitive assessment. If it is refinished, it is a very nice job.
