Previously it was allowed, but you had to ask permission in writing to do so. Cumbersome, it would be easy for local records of permission to get side tracked.
I have kept an electronic copy for years and then manually printed them each change and placed into a bound book. This change is great, now one gray area is gone. although I am sure many collectors/dealers will read in to it and insist that notes means... #1 or #2 means... "D ed |
