I'd pass for sure,
it may have been re-blued as you suspected the toggle stamping is weak but hard to say for sure, but the front of the frame has been "beat" for some reason. It appears to be a matching Erfurt luger, nothing special and not worth the price of an $800 shooter due to the damage, JMHO.
