I suspect the "hats" photo is a staged shot indicating that the individual had been promoted and was now authorized to wear "scrambled eggs" on his cap visor and is discarding his old cap overboard.

Ron the hat being tossed overboard is a Chiefs hat so my guess is he got Commissioned and was tossing the enlisted life behind.

Wayne,
I think you are probably right and I think that could be considered quite a "promotion". I had a similar experience as I went from enlisted to Commissioned and experienced significant life changes.
