The follower should help establish the plane that levels the rounds in the magazine.

It would help to have pictures showing the top of the magazine, the follower inside the magazine and the markings on the base.

It's possible that something has damaged the feed lips on the top.

It's also possible that the overall length of your 9mm rounds is a bit long, which would prevent them from lying flat on the follower...

Don't try and jam all 7 rounds into the magazine. Stop at around five and see how things work.
