It looks like someone took a "W" serif letter die and used it upside down.
Is that an Erfurt proof and "RC" Revisions Commission stamp on the front of the frame? Are those British (Vickers?) crossed keys proofs? in any case, stay far away from this not too well disguised workmanship!
