That test was at only 440y. Even the artillery Luger has sights adjustable to 800m to compensate for bullet drop...

The Luger was a secondary weapon. The main weapon this particular fighter was carrying was a FN FAL. (A large number of ISIS fighters are armed with American M16A4's in reality besides Kalashnikovs - with most sidearms being Glock 19's) It would have been most likely used as a backup weapon, or in the case of ISIS a weapon for summarily executions.
