There is no hazmat fee on loaded ammo, only on primers and bulk powder. As a handloader, I order quite a lot of handloading components, and occasionally loaded ammo. That has been my experience to date.

How about extra charges levied by the big shippers?

Not sure that I have an answer for that. In the ammo world, complete cartridges only require an Ordnance Sticker(ORD) that one can copy from the internet and apply to the loaded ammo being shipped. as for as I know , you are correct . I buy bulk ammo and it usualy includes free shipping and all the shipmnts arrive with ord labels and not hazmat labels
