Well I would say they are very strict but not (yet) paranoid. I say that for instance if you've never done anything against the Penal Code is not too difficult to have a Gun Licence (I've got mine since I was about 28 years old), but I've never asked for a Carry Permit as I've never really needed one. With my Gun Licence I'm allowed to take my guns to any sort of range, so in other words outside my house I'm allowed to "transport" a gun, but not allowed to carry one in a holster. Regards.
