My question is there appears to be an inspector mark or proof on the right side of the receiver. It is WaA66 under an eagle with drooped wings. What is this? Unfortunately my camera doesn't pick this up.

It is the acceptance mark of the Weimar-era Heers-Waffenamt (Army weapons Office) Inspector #66. The army was responsible for procurement of new-production Lugers destined for police use.
