Can he do that?! I thought frames couldn't be sold on ebay unless they were antiques!

The frame CAN NOT be sold like this, and I'm sure it will be pulled off in short order. It needs to go from FFL to FFL, as it's been considered a firearm by BATF. Somebody is playing with fire, and WILL get a visit from the alphabet agency.
