All things being equal is a commercial luger in the 4 digit range of 5000 worth more than a 5 digit one.

I'd say not. The same 4-digit serial number will show up in each block manufactured. People often infer significance with some numbers, but unless a serial number reveals an actual state of scarcity, it's all in one's head. The process is called pareidolia--the perception of patterns in the world around us which are not really there. This is part of how we are hard-wired, part of the biases/filters through which we take in and process our environment.

Based on old nomenclature a 4 digit would be probably a 1920 commercial. The 5 digit is probably a 1923 commercial. My guess is that a 1923 is worth slightly more than a 1920. Bill

Unless it is a 1900 Commercial, a 4-digit serial number Commercial will have a suffix letter. So, as Bill has stated, a 5-digit commercial in the 1920 era is worth more than a 4-digit with suffix. If it is a 1900 it is worth a lot more.
