As far as I know, in USA, there are only two(2) types of 30 Luger available(commercial ammo) (1) Fiocchi (2) Winchester. The muzzle velocities are almost identical to each other. Most folks with 30 Lugers have no problems with Fiocchi ammo. Are your Fiocchi cartridges FMJ, or JSP? My 30 lugers do not like the JSP bullet in the Fiocchi ammo.

Your Luger may well be "short stroking" due to a mainspring that is too stout for the ammo. Your mags do not appear to be the problem. Luger is clean and lubed, so that is ruled out. What does the feed ramps on the frame and barrel look like....smooth, or rough with horizontal machining marks?

My first choice would be to purchase the two(2) Luger mainspring weights that Wolff Springs offers and give them a try. They are inexpensive, and could be your problem
