No sear or magazine safety on the pistol, which is unusual.

Not really. The grip strap marking indicates the pistol was issued to the Schutzpolizei 2nd Hundert-/Bereitschaft stationed in Duisburg in the administrative district of Düsseldorf. These barracked units were transferred to the military in 1934-35 and their P08s were exempted from the order to add sear and mag safeties.
