Does C&R MG transfer need Form 4 approval?

Saw this C&R MG on gunbroker.com. The seller states "This gun can also transfer direct to your C and R license in any state." and caused my curiosity.

My understanding is that Form 4 approval being a must for MG transferring. C&R MG is NOT exempted from From 4, is it ??
