In short - to have a formal "rating system" - the transaction must have occurred within this site AND be tied back to a specific transaction within that same site. This gives both parties (buyer/seller) "notice" that there is a rating system for each transaction. To this point â?? notice that someone cannot go randomly "rating" either a buyer or a seller within e-Bay on a whim - feedback is linked to a specific transaction by ID of both the buyer and seller. Even more, if a formalized rating system gets put up on this site (or any site) *without* the transaction occurring within that site - some of the dealers/individuals can be "rated" without their knowledge - circumventing "fair notice" and open the web site for liable claims. That is why e-Bay doesn't potentially get sued for each "negative" rating that is posted - as each rating is tied back to a user profile, transaction and UserID from within e-Bay.
