I just went to the BATF website:

I misread what the other document was:

The BATFE site says:

In addition to the below documents, applications must be accompanied by a signed Certification of Compliance (ATF F 5330.20) for each additional Responsible Person (RP) on the license, if applicable.

The other document was not a citizenship document it was some kinda certification if there were multiple names on the C&R application.

My Bad...I include the other document even though the C&R application was for me only...oh, well, I hope it does not confuse them too much...

Yeah I had some struggles with it too, then I read over the middle page(I think it was) between the first copy and the copy you send to the local PD and each definition then it became clear to me. One thing is when and if you get one, make sure you sign the C&R cert before faxing it to anywhere you desire to make purchases, I noticed I had to sign and date it after I faxed it off....oops, lol
