Mr Green, like many others who work on firearms is being cautious, and nothing wrong with that, he just wants to make sure that the guns he is working on and returning are lawfull. Federal laws will override state and municipal, but often there are municipal and state laws governing firearms in addition to federal. Yes it can get complicated. back when i was at texas dps we often worked with federal agents on investigations, once they came in , it became their investigation. In one case a dps officer had some problems alot like discussed on here, since we all knew the local atf agents , i actually shot with several of them in some pistol matchs. Anyway they took interest in what the dps officer told them and a field interogation brought the atf and the dps to this mans shop and home, it was in my locale, so i was there for support. Long story short, mr green fully understands how things work and wants no problems. you do not need the men in black at your door, trust me you do not.
