It isn't an artillery barrel. It is a commercial barrel of some type or one made up by a gunsmith. The Luger is a long frame, so an artillery barrel wouldn't work, or if one was modified to lengthen the threads there wouldn't be any flange left.
There is also something odd about the extractor and breechblock.
