Ron,
if it´s length is about 51,5 mm long I would say it is a Police tool without acceptance mark.
Can I see a front photo? If the groove is to the right side than it´s a Police tool. Only III Reich Police tools are in the white, about 51,5 mm long and have the groove to the right. They usually have some "marks" on the top.
Yours would be the first one without the acceptance I have seen.
