I have NEVER seen anything like this before inside a Luger... I would guess that the the #59 is the Inspector number... but that is just a guess...
The paper also seems to have holes in it that appear to resemble stitching in an accessory like a holster or magazine pouch... also just speculation... Nice find. Congrats, and Welcome to the Lugerforum Joe.
