Norme has pretty well nailed the Bö mark is a measure of hardness much like Brinell or Rockwell. So the number is independent of when the barrel was produced and only indicates the hardness of that particular barrel. I hadn't given it much thought, but judging by the halos, it looks like Böhler provided the steel and DWM produced the barrels and hardness tested them. I believe Böhler is still in business.
