In 1926 (if I remember right) there was a directive to switch from wood to aluminum, so 9 yrs later, I would imagine that aluminum would be the preemptive choice and what was available. With police, you have to know your stuff. there were different kinds of police, different kinds of markings, stamps, etc. As they got into the nazi era things became "more" organized, more centralized.
